Because at high altitude atmosphere pressure decreases due to which boiling point of water also decreases, so food takes longer to cook, But In pressure cooker, pressure inside the cooker increases,

It is advisable to use pressure cooker at higher altitudes because water in pressure cooker have a fixed boiling point (120°C). So water will not be effected and cooking goes smoothly.
