This can be answered with the help of Newton's First law of motion, otherwise called as inertia:
An object at rest stays at rest and an object in motion stays in motion with the same speed and the same direction unless acted upon by an unbalanced force.
In the case of the luggage, when the bus is at rest, the luggage will also be at rest. But when the bus starts moving, that is, it is subjected to a state of motion, then the luggage will prefer to stay in its state of rest, and hence, fall off to the backside of the bus.
However, assuming that the bus is already in motion, the luggage will also be in motion. But when brakes are applied to the bus, that is, it is subjected to a state of rest, then the luggage will prefer to stay in its state of motion, and hence, fall off the bus via its front.
Hence, ropes are used to securely bind the luggage to the roof of the bus, therefore, preventing them from falling off the bus.
