Why is it advised to tie any luggage kept on the roof of a bis with a rope ?

When a bus moves suddenly the luggage falls backward. This is due to the fact that when the bus moves, the luggage tend to remain at rest due to their inertia and hence falls backward.So it is advised to tie any luggage kept on the roof of the bus with a rope.
