Why is it better for the government to be afraid of their people, not the other way around?

government is made by people , for the people and of the people . they can protest and even dethrone the president by motion of impeachment . so whenever the government takes a step forward it has to think 2 steps backward as it may lead to their removal from the post . hence the government must be afraid of the people and not the other way round

vernment is formed with the empovernment of the peope.it does mean that people controls the government and not a single rule will be valid without the contribution of the people. government without the support of the people will be a flower without petals. if the same people against the government, there is a very big threat to the government. due to this,the government needs to keep stability in the minds of the people about them so that they may survive.
hence, the government is afraid of their people, not the people
