Because local time is according to the sunset and sunrise of an area ,we can say that local time is sun time .Sunset and sunrise differs of areas

Yes, it is correct to say that local time of a place is the sun time as the local time depends upon the sunrise and sunset of that place...
Eg - If it is Day in Washington , It will be night in Delhi due their differences in local time. As it is sunrise in India It will be sunset in Washington.
