It is dangerous to travel on the roof of a bus because when driver applies the brakes, the passengers on the roof may fall due to inertia. The upper parts of the bodies of the passengers will continue their motion while their lower parts of their bodies in contact with the bus with it. Hence, they fall forward.

Getting on the roof of the bus is dangerous. When the driver  brakes, inertia can cause passengers on the roof to fall off. The passenger's upper body continues to move while the  lower body is in contact with the bus. So they fall forward.

What is inertia -

Inertia resists changes in movement. The object remains stationary or moving unless the object is changed by an external force.

For example, if you roll a ball, it will continue to roll unless  it is stopped violently by friction.
