Why is it difficult to build infrastructure of development in Nepal?

Majority of the rural areas in Nepal have not been integrated into the mainstream of the economy because basic infrastructure including road, electricity, communication have not yet reached out to these areas. There is a lack of drinking water and inadequate development of the irrigation system within the economy.
