Why is it difficult to detect gravitational waves?

 Gravitational waves were actually just about as difficult to detect as expected. Nobody expected any detections before the first one because of the sensitivity required (detecting mirror motion less than the diameter or a proton). The upgrades were always planned; they were not in response to "failure
