why is it difficult to put a cycle into a motion than to maintain its motion ?

It is because in first case the cycle was in the inearsia of rest so it is difficult for us to get it in motion but when it is in already in motion the cycle is in the inearsia of motion now so it pretend to be in the motion and we need not to exert more force to maintain its speed

Maintaining the speed of the cycle is tougher as the cycle has to move in uniform speed. The speed varies when we are putting the cycle into motion.
