The war on drugs is essentially a fraud. Busts must be made sometimes to keep up the facade, but when those at the top on either sides of the ‘war’ live out of each other’s pockets there is no intention for the trade to stop. Prohibition as a policy was never motivated by the professed aim of protecting the public from themselves.  As it has been already noted, there is also the question of supply and demand. While there will always be a demand, there will also be a supply, legal or not. The desire to alter one’s state of consciousness is a desire also present in animals.
