bcoz dry leaves not contains moisturizer

fire is enemy of moisture so if there is no moisture in leave will easily burn

it is easier to burn dry leaves than green leaves because dry leaves lack moisture where as green leaves are full of moisture which restrict the leaves to catch fire.
