because in water there exists a buyoncyforce which acts in upward direction
so the net force required to lift the stone is less in water than in air

According to Archimedes Principle,When an object is immersed in water it shows loss of it's weight which is equal to the water displaced by the object.
So a heavy stone in water is acted upon the upthrust due to water, which reduces the weight of the stone.
