Fluids, such as liquid and gas, also exert a frictional force on the body moving through them. However, the frictional force due to water on the body moving through them is much less than the frictional force between any two solid surfaces. Thus, it is difficult to stop boats.

Answer:

Because the boat drived in water who is fluid then , we stop car by friction force but in water have only some amount of frictional force this cause of the boat hard to stop in river ,ocean and other water bodies .
