During the morning and evening the sun rays are slanting( oblique ), whereas during the noon, the rays of the sun are vertically overhead. When a place receives vertical rays the heat from the sun is concentrated in a small area on the surface but when it recieves slanting rays, the same amount of heat is spread over a large area. So the intensity of heat is much less when the earth's surface recieves slanting rays. Therefore, it is hotter in the noon than in the morning or evening.
