It is important to keep the mill sector loomage low because most of the unemployed people in villages mostly women can no other job than weaving as they are illiterate they can't apply for other jobs. Thus, weaving helps them with  living but if the mill sector loomage is not kept low then they won't have any chance in the weaving sector. Hence it is important for the country to keep the mill sector loomage low. 
      And Powerloom and Handloom are helpful as they are built near semi-urbanised places and rural ares where the women can come and work without moving to cities in search of work instead they can work near their home.
