It is important because citizens ultimately form the society they live in.The citizens are more important that the government for their own country as they are the ones that truly form the society of the country in which the government they choose is allowed to operate. Thus, their own obligations and responsibilities are a huge part of successful citizenship in a successful country. For a country you flourish its people have to work towards it flourish too and not be detrimental to the process of progress.
