Answer:A proper thrust should be given to improve the conditions of marginal and small farmers because :

1)Lack of irrigation facilities :small or marginal farmers need to depend on monsoon for their crops to grow as they are not rich enough.

2)lack of awareness:Small or marginal farmers lack awareness as they are mostly illiterate and don't know about government implemented schemes for their benefits

3)Small size of land: Small and marginal farmers have small area of land which makes it difficulty for them to meet their requirements which mostly gains them no profit .

4) Lack of facilities: small farmers have less profit hence can't afford new methods of farming such as HYV seeds or chemical fertilizers causing them to depend on old methods of farming.

5)high population density: country like India which has high population density creates a sense of burden on small farmers to sustain their family needs and requirements as the prices of goods is likely to increase .
