Why is it necessary for a constitution to place limitation on the ruler can there be a constitution that gives no power at all citizens?

no there is no constitution that gives no power at all citizens and limitations for rulers is very important because if there powers are limitless they will use to give employment and other facilities for their belongings and will not spend money for other citizens
