why is it necessary for a constitution to place limitations on the rulers?can there be a constitution that gives no power at all to the citizens?

the constitution place limitations on the rulers if there is no rules and regulations the rulers becomes superior and he act as dictator. constitution gives protection and a rules how to behaviour in social life. and it gives such freedoms like right to speak...etc
