If democracy means the government of the people then its the responsibility of the government to look after the welfare of the people and provide all types of facilities.

It is only the government that can do so because it has no profit motive of its own.

We all require public facilities...

It is not possible for all of us to do collective work because we may not have the time nor resources. Thus a representative body needs to do the work for us, like the government. To meet its regular expenses and provide us facilities, we are required to pay taxes regularly.

The govt. implements the facilities with ease, given the money resources provided by us. The govt. has a major role in maintaining one's state or country.This is why it's necessary for the government to be involved in providing public facilities.
