why is it necessary to accommodate vapour pressure when calculating the partial pressure of oxygen in respiratory function?

Because it gives wrong information about oxygen present in body. The total pressure is composed of pressure of oxygen and pressure of water vapours so to get exact pressure of oxygen vapours pressure is accommodated from total pressure. If we take whole pressure as pressure of oxygen we can't know the exact amount of oxygen in the body.
