Because of the change in inflation rates and cost of living, poverty line needs to be changed regularly. Someone who had 10/- in his pocket while walking on the street in 1900 was rich. Today, it gets you only a candy bar.

Turbulent and ever changing economic conditions like competition, availability of basic necessities, rate of subsidies etc need revision of poverty line.
