Why is it not possible to measure voltage of an isolated reduction half-reaction?

A redox reaction always consists of oxidation and reduction. In the cell, the electrode potential develops due to oxidation at anode and reduction at cathode. Therefore, it is not possible to measure the potential of an isolated half cell.
