A boat row possibly through water but not through a wooden fence, the reason behind is the water is a fluid which is displaced by rowing the boat over water which is a minimum amount of pressure applied to which the volume is displaced.
Therefore the boat rows over water easily. Through the wooden fence, it is not possible as these are solids and thus their minimum pressure required to displace and volume shift is very large, though a right amount would displace but it is not practical for a boat to row through wooden fence.
