To discharge any static electricity before working on the sensitive electronics. If you work at an electronics manufacturing company, it’s pretty common for workbenches to be outfitted with ESD mats and wrist straps. The mat is grounded.
For home PC work, just leave the power supply plugged into AC power (but turned off) to keep it grounded. Then touch any metal that touches the power supply and you’ve neutralized the static. Then as John pointed out, probably safest to unplug from AC before doing any work.
