Why is it said one pair of eyes give vision to two corneal blind people?

Cornea has five layers
A. Epithelium
B. Bowman layer
C. Stroma
D. Descemet membrane
E. Endothelium
If a person who has corneal problem located in anterior part of cornea then there is no need to replace whole cornea but only anterior part of cornea including epithelium, Bowman's layer and stroma are replaced.
If a person presents with disease of endothelium like Fuchs dystrophy etc ,we can replace only posterior two layers
