Why is it that sperm is solely responsible for determining?

Sperm is solely responsible for determining the sex of a child because the gametes which will fuse (i.e. the sperm and ovum) at the time of fertilization will contribute XX chromosome from mother and XY chromosome from father, thus sperm solely responsible for determining the sex of the child

The sperm is solely responsible for the sex determination of his child.

The gametes (sperm) produced by a man are of two types one with X chromosome and the other with Y chromosome. If the sperm carries Y chromosome and fertilizes the ovum (X chromosome), then the baby will have XYcondition. So the baby will be a boy.
