why is it that the unit of evolution is population not the individual?

Because evolution is a long term process which occurs within a large number of individuals which is commonly termed as population . so evolution act upon a population not on a specific individual however it starts from a single person but has a community effect

Population is defined as a group of individuals of the same species occupying a particular area of the ecosystem at a particular time.

An evolution never takes place from a single organism, but takes place due to populations because there are plenty of chances of genetic recombinations.

Therefore, the population acts as a gene pool.

When individuals having characters inter-breed, they give rise to a new variety in a population.

Thus, evolution is a game of a group of organisms called population and not of a single individual.
