it means वह. it is an ancient mariner means वह ancient mariner है।

I think their is no need need for a reason to place it in the place of he because it was poet's wish to put that he can write anything
but there is a reason to do so

It's not a big question which may come in exam so be at ease
the poet has used it in a different way
