it means वह. it is an ancient mariner means वह ancient mariner है।

SupermanG: oh girl he could be used instead of it but why it only why not he ??
khushilitoriya7: I think their is no need need for a reason to place it in the place of he because it was poet's wish to put that he can write anything
SupermanG: but there is a reason to do so

It's not a big question which may come in exam so be at ease

the poet has used it in a different way
Here it is like a sentence which depends on the second sentence its meaning.take second sentence,we know by reading sentence THAT-
One of the three guests was stopped by someone
That someone is the ancient mariner-given in the first line
So it's like it was an ancient mariner who stopped the guest
