why is it very difficult to make changes in power sharing arrangement between the union government and the state governments? explain with example. 3 marks answer

1.Any change to this arrangement could not be done unilaterally by any level of the government.
2.Any change first needs to be pass through both the houses of parliament with at least 1/3 rd majority.
3.Then it needs to be ratified by the legislature of at least half of the state.
