These are old rules that were made keeping the future in mind at the time of drafting of the constitution.
The constitution clearly states the power sharing arrangements between the union and state governments.
Very Ironically, U need to obey the constitution to change the constitution!!!
Such a bill will have to be passed by
majority in both the houses
that is a huge number
that is why it gets difficult to make changes to the power sharing arrangements

Answer:
ndia is a federal republic and the Constitution of India clearly lays down the division of powers between the federal/central/union and the states/provinces. This has resulted in a balance of power between the different levels of political authority in India. The power sharing arrangement dictated by the Constitution lays down that state governments are not subordinate to the centre, but are essential units of the federal power structure. Any attempt on the part of the Union Government to encroach upon the powers and authority of the State Governments is resited by the states and vice versa. As a result, it is difficult to make changes to the power sharing arrangements between the Union and the State Governments.
