Most wrestlers have catchphrases and hand/arm gestures as a part of the show that essentially function as taunts. Cena's, for almost the entirety of his 14 year career, has been to wave his hand in front of his face (almost like he's waving goodbye to himself) while declaring "You can't see me!". It's basically just trash talk, like "Can't touch this!".
