Why is kg a fundamental unit but kg/m^3 a derived unit?

Area and Volume are derived units because they are defined in terms of an SI base unit and a specific quantity equation. Because Kg-m / s^2 is a little cumbersome and because force in such an important quantity in physics , SI bigwigs decided to call the derived units a newton in honor of Sir Isaac Newton..
