First of all, a unit is said to be a FUNDAMENTAL UNIT only when the physical quantity represented by it is an fundamental quantity.

Now, as per conventions, " Mass " is assigned to be a fundamental physical quantity just like Length, Time, etc.

  • Hence , kg is a fundamental unit.

Now, kg/m² is derived quantity because it is derived by operations (like division) from two physical quantities (i.e. mass and length).

  • Hence, kg/m² is a derived quantity.
