Why is light not considered as a matter

To be considered ‘matter’, something must have what is called resting mass and volume. Light is that form of energy which does not have resting mass or volume, so is not considered as a matter.

Matter can be defined as the substance that can occupy some mass and have certain volume. All the substance with mass and volume are said to be matter.

There are three physical state of matter which are named as,

1. Solid

2. Liquid  

3. Gas.  

Light is composed of photon particles which mainly have wave nature. They do not have certain mass therefore they cannot consider as matter. Hence light is not considered as a matter.
