why is light not considered matter

Because light travels in vacuum and in matter the atomic pressure is high so in matter light cannot travel.Even law of light is needed.

The "particles" of light are called photons and have no mass. In contrast, matter is made up of particles that do have mass. So, is not considered a form of matter.
