It is not necessary if you simply want to maintain the rule of the majority.

But if you want to have a democracy which actually do its citizens good, then local governments and representations will be very necessary.

The thing about a democracy(and actually all kinds of governments) is that the larger it is, the more ineffective it became to its subjects. For as the democracy grew in size, the minority became larger, while their interests are still ignored. The policies of the democratic government made will also be further away from the citizens who benefitted or suffered from them.

The solution will be, to let local governments handle business that isn’t large enough for the whole nation to decide, to set up representatives and establish indirect democracies, and have unchangeable laws protecting the basic rights of citizens.

Because if there is no any local government then who will look after the problems of local people as centre government have to look after all the country and in local government the people of local area are selected by the people of that locality who knew all about that locality
