Because degradable are those waste which can be decomposed by nature. It is decomposed by yeast, bacteria, fungi, etc. And non degradable wastes are those which cannot be decomposed by nature.
So, the municiple sewage seperates the two different kind of wastes

Municipal sewage is separated into degradable waste and non degradable waste coz degradable waste can be decomposed by some microorganisms like bacteria ,it does not much time to decompose eg.(vegetable peel) ... Whereas non degradable cannot be decomposed by nature or by microorganisms. eg.(plastic)
Hope it helps u!!
