1)The army rulers of Myanmar are not elected by the people. 2)Those who happened to be in control of the country become the ruler of the country. 3)People has no say in these decisions.

Myanmar is not a democratic country. Although the constitution of 2008 declares Myanmar as a unitary parliamentary republic, it has been rated a hybrid regime by the Economist Intelligence Unit.
The military exercises significant amount of power in Myanmar. However, the victory of Aung Sun Su Ki in 2015 elections has shown significant progress in transition from military to a free democratic system.
