Nitrogenous fertiliser is not added in soil in which leguminous plants are grown because the nitrogen fixing bacteria reside in the root nodules of the leguminous plants. These bacteria convert atmospheric nitrogen into soluble nitrogenous compounds

Leguminous plants like peas have nitrogen fixing bacteria called rhizobium. These bacteria provides nitrogen to the plants. That's why nitrogenous fertilizers are not added in soil in which leguminous plants are grown.
