Why is one day added to a leap year?

Ok i telling what my teacher had explained..

If there was no leap year then 28th February had 24 hours plus and extra 6 hours and bec of this there would be a 6 extra hours on 28th February.. so to make days like 24 hours .. an leap year happens after every 4 years.. means an extra days ..

so sorry but i dont know weather she was joking or what!
