KCl can dissociate into K^+ and Cl^- ions when dissolved in water which doubles their concentration but Urea cannot dissociate into water. As Osmotic Pressure is a colligative property, it depends upon the number of particles. Hence, Osmotic Pressure of Potassium Chloride is more than Urea
