bcoz the pigment rodopsin was earlier broken down by light.....so it takes time to generate the pigment iodopsin of cones

This is because our eyes get accustomed to the brightness of the daylight. If suddenly we enter a dark or dull room our eyesight get blurred and poor for a few moments. This phenomenon is known as 'dark adaptation'. It takes about 10 - 30 minutes for us to get accustomed to the dimmer lighting.
