Why is ozone described as hazardous at ground level but helpful in the upper atmosphere?

when ozone forms at the surface (when pollution from cars reacts with UV rays), it is a pollutant itself, and can damage forests, crops and can irritate human.
In upper atmosphere it is useful because it doesn't allow 75% of uv rays to enter our earth.
