in p-nitrophenol there is no hydrogen bonding so it is more acidic than phenol and react with base like as NaOH and NaHCO3 . hence it is soluble .in o-nitrophenol due to hydrogen bonding between oxygen and hydrogen it is less acidic than phenol and react in very less amount with NaOH and NaHCO3 .hence it is not soluble.
