•Large country :
India is a very large country. And due to that most of the states are very large. States in India are almost large as independent countries of Europe.
•Population :
India is one of the most populated countries in the world. Many states are very populated. In terms of population, Uttar Pradesh is bigger than Russia, Maharashtra is about big as Germany.
•Diverse states :
India is a very diverse country. Many of the states are internally diverse.
Thus there is a need for a third level of government. As a result the third level of government was formed due to decentralization.
