Why is pattern of road distribution is uneven in india explain by examples?

The geographical diversity, population variations, natural factors like rivers and hills, economic activities etc. have caused the distribution of roads to be uneven.
Eg:Road density of Jammu & Kashmir is least which is 10km due to the mountainous terrain.
In Kerela the road density is 375 km and the National average is 75km
