Because it is the total income divided by total no population..It clearly shows the economic development of the country so we can say tha..

Per capita income is just based on the money, not the exact standard of living.
Moreover the population employed is less than the population unemployment.
PCI gives the amount of people earning though they are unemployed.
Economic development is based on income as well as standard of living and availability of resources to them.
