Person was upset at the beginning of the play because it was late night and Bishop was not at home but was helping maid's mother and he had also sell the salt cellers to pay the rent of mere gringoire.

Persome is shown as waiting or her brother who is a Bishop. She is upset because her brother is still out in even in such a cold weather. She is much more upset for her brother being misused by the locale people because her brother was a generous person who sacrificed his belongings in benevolence to other people.
