Plasma membrane is a selectively permeable membrane. because it allows transport of some molecules inside or outside the membrane through simple diffusion. this process is called Passive transport. but some aren't allowed by diffusion,instead it involves an energy dependent process called Active transport. in this transport,molecules are transfered by a carrier protein,which is an energy depending process. that's why it is called "selectively permeable membrane"
